Send/Receive OSC inside Reaper API

Hello.
There are many FR`s about OSC. Most of them can be closed by two:

1) Add API function to trigger OSC messages to external device (address, #stringvalue, int value),
2) Add API function to get OSC messages while defer function works (address).

Benefit: big step to do LIVE with REAPER. Everything controlled by OSC.
Say, you wanna chech/uncheck/select items/takes inside loop - ok, send via OSC to app item/take information (which track, which colour, position etc), so you will be able to start clips exactly how you do this with ableton or fl studio.
You wanna quantize recorded midi with custom slider inside some script ? Just add special line in script to get value from some osc address.
