Inserting a Tempo Marker on top of a pre-existing Tempo Marker results in odd behavior
If you place your cursor on top of a pre-existing Time Signature/Tempo Change marker and run the action "Insert time signature/tempo change marker at edit cursor", it will place it on top of the old one and the tempo disappears from the screen.
If a tempo marker already exists at the edit cursor location, that action should invoke the "Edit time signature marker" dialog, not add a new one. Reaper shouldn't allow you to place 2 time signature markers at exactly the same location.
