I'm pretty sure this is not a bug but just how colors interact with tracks background images. Is it always the same 'bright' red with other themes?

Yeah it's just how it blends with the background image.
With BG image (default): Deleted BG image (so no blending at all): It is a bit weird though actually... It seems to blend things a lot brighter than it should no matter what... Look at these 2 examples: Quite dark red, still shows up bright... Here it is set to almost BLACK in order to get a dark red color, which of course won't translate well to colored items... |

Yeah it's pretty irritating, I think Reaper clamps your color choices to a specific range of allowed values.

Probably we need a tint strength option for TCP too?

-- yes, it's the equivalent colour in other themes,
-- as sws observed - the colour is applied correctly to any item on the track, -- selecting other colours (or using them in my SWS Colour menu) works as expected, combining with the track background .png file. But try it out with Red 0, Green 0, Blue 149 >> a bright blue colour. So it still seems like a colour-related bug to me. |

Here's some results
-- the numbers in the TCP are the RGB values -- the numbers to the right are Hue, Saturation and Luminescence [Light-bulb On] Could it be that the Sat value is being used as the Luminescence and the Lum value being used as the Saturation? Or, ... ? Have a look at the lower part of the screenshots. [/Light-bulb off] |

Actually, this could also explain why I saw items in dark green and tcp in bright green (have tint strength to 3 and using EvilDragon color toolbar)?
