I think you can have the behavior you want if you import the REX item as a single loop, then open the item properties and set the item timebase to time. Then after changing the project tempo, open the media item source properties and set the REX tempo to match.

What's awkward is that those adjustments don't happen automatically. I think this is probably something we can fix.
