I think this works as expected when there are tempo/time signature markers in the project. It's a bug that when the project tempo basis (in project settings) is not 1/4, and there are no tempo/time signature markers in the project, then the tempo is incorrectly modified when either tapping tempo or entering a bpm number in the transport.
