I have just tested this and everything works as expected. ASIO interface set to 24 bit, recorded to 32 bit FP, faders set to unity and no processing: the file contains no information below 24 bits. You can see this by looking at the raw file, or more conveniently by using a bitmeter FX.

Because REAPER processes everything internally at 64 bit FP, any processing at all will introduce the full 64 bits of resolution. That means any fader or send set to anything but unity, any panning, stereo mixdown, any FX, anything at all.

Touching the fader on the track causes the bitmeter to report a full 64 bits in use, as expected.
