There's no paid support for Reaper. Your best bet is indeed shipping the laptop to NYC for the devs to check what's up. For the rest of us video works fine, so we're all stumped, including the devs. Main dev of Reaper said "but until I can test/experiment in person, there's not much I can do", soooo... if you don't send the laptop, nothing can be done to fix your issue!
