Most programs that actually slow a PC down come with install/uninstall facility. Those background processes should disappear when the programs go.

So control panel>Programs>Uninstall a program.
If you are unsure about any program residing on your PC just Google it.
The whole process is vastly quicker than reinstalling all your programs and getting your machine just so after a new install.

Actually installing a fresh install of Windows is pretty painless and fairly quick these days, especially with an SSD drive. It's all the hassle afterwards when you have to reinstall and configure everything else and realise how involved that can be.
