Default Managing Reaper / Windows MIDI hardware duplication

Hi, besides downgrading to an older version of Reaper, what is the best way to avoid / resolve this? (image attached)

nanoKontrol 1/2 !!! N/A - duplicated from unplugging and replugging into the same USB port
nanoPad 1/2/3 !!! N/A - the same, then rebooted my PC to reset hardware instance numbers to 1

Do I just have to never touch my hardware, or be doomed to set up hardware input/outputs in preferences and then track input/outputs on a per track basis when something changes in my setup?

Since tracks appear to save input/output from device ID rather than name, this means keeping track of all device id's or having to redo routing / record arm input for all tracks upon a change.
