It is better to avoid such claims, what if someone write you "If you don't have $6000 to pay for the software..."
I still remember the time I was employed full time for less then $100 PER MONTH. And there are places in this world where that is still the case...
From what I know, REAPER is the last DAW which can be activated completely offline and without dongles. I am happy such approach still exists, especially since it is main software (it can be inconvenient when some particular plug-in stop working, but it is disaster when your DAW stop working).
If someone think "protected software will work forever". I have bought Cakewalk Sonar when it had offline authorization. Later they have changed to online... after "30 years" they was closed. Just by luck one rich man has "resurrected" it.

I hope Cockos keep current approach with REAPER's license. Sure, there are and will be people which abuse that, some of them almost have no choice. But there are and will be other who can pay and even ready to pay extra to prevent dongles or other nightmare authorizations.
