Wait a minute. Smooth scrolling depends on the Transport Bar (which I rarely utilize or think about) being out? Put away the Transport Bar and you can't scroll?

Keep it out and it seems all my scrolling issues went back away.

Is this a new feature? Did I miss a memo?
