In all honesty the likelihood of error in the REAPER code that converts incoming fixed point samples from the interface, to floating point samples for internal processing, is essentially nil. And it's trivial to test that the behavior when writing floating point samples to file is correct.

The only explanations I can see are either that there is some unintentional processing enabled in your project, or (no offense intended) that you are misinterpreting the sample data in the file. You are welcome to post your RPP project file here, and a short audio file that demonstrates the issue.
