I'd say it's just a crappy, cheap and not very widespread product mostly sold in Europe. Pretty much all less simplistic cheapo keyboards are "class compliant" and don't need a driver at all and it seems that MIDItech saw the problems with the driver and made the latest versions of the Midistart 2 class compliant (can be recognized by a round sticker).

I may be a bit biased though - my first MIDI controller was a MIDItech and it sucked and literally started losing its teeth after 2 years - all keys in an octave were one part and there was no hinge mechanism or something, they were all moored by a thin plastic strip which was under constant torsion and finally broke when you played on that thing. After repairing a few keys with (more solid) duct tape I gave up.
