it is just too edit the menu normally as you would with the REAPER menu editor. Then go to a text editor and open reaper-menu.ini and find the actions you added and cut and paste them into a new menu like in this gif, rename the numbering to start at 0... item_0 item_1 etc... this way you have a new menu that is accessible to Track Inspector. Make sure to set the menu name in Track Inspector Settings page too.
