I can see that this formerly useful thread has degraded into a "pissing match", which is unfortunate and silly.....
But I just downloaded the sample Reaper project and opened it. After loading the "ConvertedTo24bitInAudition" wav file and flipping the phase on it, these files nulled about as much as I have ever seen. I am unclear what the issue is then.
