No, Reaticulate doesn't provide a means of tracking CCs in the GUI[*]. So you'd create programs for things that have key switches, for example, but skip CCs.
[*] At least not yet anyway. Theoretically it's possible. The Reaticulate JSFX does keep track of CCs, and I've already incorporated my
Sync CC to Control Surface hack in my dev build. But for now, the banks don't include CCs.
