FYI, Noise Makers updated its 3D panner Ambi Pan with a transparent window doing basically what you described below.
It was designed to pan multiple sources on top of an equirectangular 360 video.

I would be happy to write this plugin if I can get some guidance from the experts on this forum as I just started with reaper a couple of weeks ago.
