Ran into the same weird left mouse click behavior you described, similar environment:
Debian Stretch (9.3)
libgtk-3-dev 3.22.11-1
Kernel 4.9.0-5-amd64
Reaper v5.92pre2 (77f83f)
Installing libgtk2.0-dev 2.24.31-2,
compiling libSwell with GTK2=1, and running Reaper with the new libSwell solved the issue for me as well.
