Paulheu seems to be implying that you can miss out step one (install Win10 as update) and go straight to install as recovery.

You are right, you cannot install a fresh version of 10 from the ISO. You must upgrade and then use the reset facility to install a clean OS. It seems a pretty trifling distinction as the result is as intended...unless one does it the wrong (first) way and blows away their upgradeable Windows install. Do not do that.
