This will prevent REAPER from trying to install links to them. Or you can hit cancel every time.
Removing the files means that, with each update, you'll have to redo that every time…

For me the solution has been to copy (and replace if exists)

REAPER[64].app/Contents/Plugins/ReWire.bundle

to

/Library/Application Support/Propellerhead Software/ReWire/ReWire.bundle

no more "Reaper64 wants to make changes"
