Like 4duhwinnn said, Carla can be used as a VST plugin, just like any other (native) VST plugin. The easiest way would be to put the VST library in one of the default locations, but you are free to place it wherever you like and then add that path to REAPER's scan path.
I usually prefer to put everything in /usr/lib/vst (or /usr/lib64/vst, dependending on the OS).
