I don't believe it's just 29.97DF. I've run into this nudge glitch in other frame rates (I believe the film I was working on was at 23.976).

I definitely agree that it seems like a glitch in the nudge logic. For lack of a better explanation it almost seems as if nudge is storing some number somewhere and arbitrarily adding it to whatever value you choose to nudge.

In my my case I was nudging items by seconds rather than frames, but every nudge was off by an extra 2 seconds, in a similar way that yours was consistently off by an extra 3 frames.

It's been a while since I reproduced this, but if I recall correctly, I was able to clear this "remembered" nudge distance by nudging in milliseconds (say 4000ms instead of 4s). Then when I went back and typed a number in for seconds, it seemed to nudge correctly for a time or two.

If it is related to frame rate, then I wonder if it's also related to this bug in a more general, "timecode's not accurate for non-integer frame rates", sort of way:
