Yes it can. Reaper uses PDC (Plugin Delay Compensation) to keep all of the tracks in time with each other. If you use ReaComp with pre-comp, ReaComp will tell Reaper that it is operating with a __ sample delay and Reaper will compensate.

This is assuming you use a plugin that reports PDC to Reaper properly.

Also Reaper pre-computes your audio and effects. So even with a second of lookahead, there won't be a second of delay before you hear the audio.


Despite saying all that, I don't like comp lookahead and never use it.
