reference size is just reference to layout and attach the element. stretching is unavoidable. even if you make your layout fixed. that's what pink lines are for. to tell REAPER not to stretch the define area with pink lines.
smaller image than its reference means efficiency. even with stretching we could get the same result with the same repeatable/stretchable pixels (especially with blocky solid color. unless you have a detailed pixel perfect image which will ruin its design when stretched, it is always better practice to use smaller image which in a such way still looking good even when stretched.
