Please confirm that scenario #2 below also repros:

FYI... I cannot reproduce the issue using the "won't close no fx" test project FYI. I tried having the mixer on a separate monitor as well as the reverse aka reaper on left monitor, mixer on right, and reaper on right and mixer on left monitor.
