I make an XML based video editing to REAPER workflow tool. It supports Final Cut X, Final Cut 7, Premiere so far but support for others is in the pipeline.
It is very powerful yet not very expensive. It has been heavily tested on TV series and films.
It is not just a translation tool. It can also reconform a REAPER project to a later version of an edit and a number of other cool things.
