Default Update FLAC Codec to 1.3.2 (DONE)

Did a bit of search around the forum, but haven't found anything related about this.

Should be fairly easy to implement.

5.65pre11 has this, check out the pre-release forum. What in particular were you looking for in the update, btw?

I'm usually hesitant to update codecs (more uncertainty etc), but since the old version was ~10 years old I figured it was about time...

It was mainly for the render and recording options in REAPER. (Not to mention that recording directly in FLAC is made through version 1.2.1 from FLAC, released back in 2007)
