Portable Install for no plugin project loading

Hi,

Is it possible to have a protable install of reaper alongside a primary install, where the portable one doesn't load any vst plugins, so projects can be debugged or loaded quickly without having to wait for 20 minutes of kontakt samples to load?

I would just load the projects with the FX offline (check box in the Open project dialogue window)
