Very likely, this is not a Midi problem, but an audio stream problem.
Are you intending to do live playing ?
Here you need to use low latency hardware to create the audio signal.
Usually the built-in hardware in a computer is not able to do this, so you need an audio interface connected via (e.g.) USB.
Most of those come with ASIO drivers. You can set the latency you want to use in this driver.
Many of those provide decent allowable latency. Some don't work well with low latency settings. E.g. the NI Audio 6 is especially advertised for low latency.
Moreover: the lower you set the latency, the more you are at risk of overloading your CPU, resulting in dropouts and crackles. Henyce you can only use low latency with appropriately fast hardware and (to be sure) Windows tweaked not to mess around all the time too much.
