I would think this is the best method. The OS will properly unload the drivers and disconnect as it is shutting down, then the user can power off the interfaces.

It likely has some type of outstanding IO request that isn't being answered. I would imagine the OS should
eventually time this out and shutdown anyway but regardless, powering the interfaces of post shutdown is the right way.
