Time Marker - Allow Partial Measure Grayed Out?

Running today's build, and I am working on a project where I need to add time markers and gradually change from one to the next.

I notice the ability to allow a partial measure before the time change seems to no longer be allowed for some reason. Or perhaps I am missing something a little less than obvious

You have to change the time signature also

but because the marker is on beat 1 it's not needed
