5.7 VST Plugins disapeared in fx Window

Using 64bit
Plugin paths correct.
I used to use them all the time, something changed in Reaper.

If I open an older project that use the plugins, the plugins are listed in the window and work (Cockos and others). But if I click "add" nothing happens.

When I add an new media item in old or new project, I click the FX button the FX window is empty. I cleared the cache and scanned directories and plugins were found.
I just noticed this problem because I have not been using VSTs and usually just use the compressor and EQ.

I even uninstalled, cleaned my registry, reinstaled, then set the VST paths, scanned and it found them and still and empty window.

This is a bug.
The last time I used Reaper was on 2 screens connected via HDMI. When I opened the project plugin window the Global plugin window was opening on a screen that was not there.

When I came in my music room and plugged in the big screen to my laptop, the global plugin window was in the middle of my big screen. It should launch within a certain orientation of the program window.
