Add Preference: Consolidate undo points in custom action by default

Currently, creating new custom actions defaults to "Consolidate undo points OFF" (unchecked)

I almost always want this option ON, and it adds a step that I often forget to have to check it.

Please add a preference to keep this option checked by default when creating a new Custom Action.
