Default How do I add effects to just a portion of a vocal track?

Is there terminology for this and, is there a video on YouTube that shows how to do this in Reaper? If so, please let me know where to find it?

Many ways.

Traditional is to automate the send to the fx bus in question. That assumes an adding an ambience component to the source as opposed to processing that alters the source.

You can simply slice the section out of the main vocal track and slide or duplicate it to a new track too. This "DAW style" approach is often quicker and simpler. Obviously easier for processing/altering that bit. Still easier vs the send for the first case too because you have that dedicated track to send from, you aren't using it to pass the source to the mix, and you don't need to start editing automation.

Depending on what your workflow is, one of those will be the easier method.

Another option is to split the item, select the part you want to put FX on, and hit E to add the effect to just that selected item

Another easy one, if available. Automate "wet" or "blend" control of the effect (same idea as automating send to effect bus, but in this case the effect is in the track FX rack).
