Plug-in that sets an audio loudness target?
I've heard of a plug-in that sets an audio loudness target so that it will pull up audio to whatever you set.
Has anyone heard of this and know what it might be called?

I can't recommend a plug-in but it's called "loudness normalization".
The "problem" is, you can end-up pushing your peaks into clipping so you sometimes need to use a limiter or compromise on the loudness.
Audacity has loudness normalization as a built-in effect. The Audacity-recommended audiobook mastering process follows loudness normalization with limiting, but with music you generally shouldn't follow a "cookbook" procedure like that.
...On the playback-side, the streaming services lower the loudness if necessary to prevent clipping rather than limiting. ReplayGain and the related tools give you an option of avoiding clipping (by automaticallhy lowering the target loudness when necessary).

I honestly don't understand what you're asking for by "pull up audio to whatever you set"... do you want your audio to always be x db of loudness? Or do you mean you want to set a specific LUFS value (let's say -18), and then the plugin just adds a single gain adjustment to your track so it matches the LUFS value you set?

You can set a loudness target on render in Reaper.
You can also set your meters to measure LUFS (integrated), for example.
You'd need to see what that normalisation does to the audio and adjust if needed - but surely that's better than a plugin?

Set a LUFS value.
Right now I have some adjustments in the tracks but let’s say the LUFS is -15.7 and the person goes off-mic by turning his head. That adjusts the LUFS a little bit., maybe, say, -16.4 and I want to keep that -15.7 target. The idea would be that the audio is adjusted for those off-mic few seconds.
I have a friend that uses Reaper but he doesn’t recall what it is and he set it up a long time ago. It was part of one of the more expensive packages of plugins from a popular third party vendor whose name I can’t remember.

I don’t know. Maybe. I’ve never used it. I do appreciate LUFS more. I have something that I monitor while playing in which I can view LUFS.

Ah! This makes me wonder if you are looking for a leveller on an individual track.
That's a different matter.
I'm wondering whether something that sets volume automation is what you are looking for? Something other than a compressor. I recall a script (I think it was a script) that some one wrote that might do what you want.

Now, if I only knew what all those terms meant! I also don't quite see the volume being raised, but lowered. I can try it though.
