Audio and tempo change
Ok I do think this is a bug but I am not sure. Let me try and explain this.
I have a audio project with about 18 tracks and a midi track that I exported from cubase and imported into reaper beta pre 2. I have the project settings set to time. I adjusted/Trimed the lead guitar track to say measure 28 to 32 all the other tracks at full length, From measure 1 to 50. When I change the tempo the protect /song all the tracks shift but the lead guitar stays where it is.
I have not tried to split the lead guitar at measure 28 to 32 and try it but this is really a bad bug to me.
I can not uploaded this project.

All items that are set to time, should preserve their start time-position.
Check item properties

Ok,
I expect this to be a user-error and not a bug.
But, hard to tell without looking at the project.

You don't need to upload wav, just project.

Give you just the project not the wav files?
I do not mean to be stupid but the project file is HAU-Raw_1.RPP
so all you want me to upload is this HAU-Raw_1.RPP?

Ok here is the file. Please let me know what you find out. I used pre reaper550repre3_x64-install.exe also to test I started with 5.40 when I first started the project.
G-Sun did you find anything?

Can you be more specific about what you think the bug is? I looked at the .RPP but I don't see any media item that matches the description "I adjusted/Trimed the lead guitar track to say measure 28 to 32".

No, the "time" checkbox at the top just means that the position/length are displayed in seconds rather than beats. The item timebase is set to "track/project default timebase", and the project default timebase (File/Project Settings) is set to beats. If you change the project timebase to time, I expect that you will get the behavior you want.

schwa Thank you for the reply and I am sorry for this late reply.
What I was getting is everything was shifting except the lead guitar track. G-Sun asked that I posted the empty project which I did is why it is blank, but I did not hear anything back after posting and adding a few more comments to this post.
You are 100 percent correct, there is no bug and thank you for your assistance.
What my error was, I was just selecting timebase for items/envelops/marks to time and not setting Timebase for tempo/time signature envelope to time.
They both need to be set to time.
Thanks you for helping me.
