ISO and DMG are both disk image files. ISO is an older format and read only. Both should be readable in Windows. I believe you need to install disk image mounting software in Windows as it is not built into the OS. If you went back to DOS, then you would require ISO. DMG is readable by anything modern.
Your issue is going to be that any apps contained in that disk volume image are written for OSX. You need the Windows versions.
