As this is open source and we can modify the code, is it acceptable to change the name/brand of LICEcap top left hand corner of the application?

You can, it is GPL licensed, so you have to abide by that license:

https://www.gnu.org/licenses/gpl-faq...difiedVersions

(in particular, if you distribute a modified version of LICEcap you need to distribute it under a GPL license, and provide the source code for that version, etc).
