Turn off FX on Disabled Tracks
It would be a great asset if the program would stop the insert effects when the track are muted. There is a supposed check box in the options do make this happen, but it does not seem to work.

Mute works here. Open the Perf meter and look at CPU usage. It goes down when you mute a track. The individual track percentage does not go down for whatever reason... but the CPU usage does indeed drop. I'm on XP Pro and latest Reaper.

I believe that option tells reaper not to run the fx, not to process them, but rather conserve the CPU... it does not prevent the user from adding fx to that track.
I could be, and probably am wrong though.

Try what I posted above. It either works as advertised, I am seeing things or I have a "magic" build of Reaper.

Diogene's right, it works. If you open a plug that has metering you can see the differences with the option on and off.
With the option off the audio still passes through the plug and when muted, the other (option enabled) it doesn't, no meter activity, no cpu.

PS It'd be cool if J would program the Perf meter to reflect the status for the track when muted... or maybe it's kinda handy to see what it would take if enabled? Hmmm...

I think T thought the OP was asking to "...stop insert FX..." as in "... don't allow the insertion of any FX..." like adding FX, when the track is muted.
At least his reply seems to suggest that when he said...

Which is true. He wasn't disagreeing with you on the other part about the cpu cycles / FX processing being stopped.

yup, indeed that is what I thought.
and for a minute I thought i had missed a newly implemented way to disable a track ala cubendo disable track.
