Default Strange VST / Reaper Issue

Mods please move if necessary.

Ok, I have two PC's both running the exact same configuration of Win7 Pro, 64bit.
Both have the same version of Reaper and I'm installing the same 25 VSTs.

PC1 took all plugins with no problems, Reaper found them all and is running fine.
PC2 installed all 25 VSTs but Reaper refuses to find one of them.

I have a good understanding of installation paths used by Reaper and these plugins.
I've checked and compared all the possible paths on both PCs onscreen, and the installation is identical.

I've uninstalled/reinstalled that last program at least 6 times now, each time taking note of locations and any different messages along the way.

I've tried all choices between 32/64 bit and VST/VST2\VST3.

Finally, in the Reaper.ini files on both PCs, the line, vstpath64= is identical.

Reaper simply will not find it. Not that it matters, but the rogue plugin is
Techivation T-De-Esser - FREE no less.

Any suggestions?

Does it show in Reapers failed to scan list?

It's a fairly recent thing so if you have an older version it won't help.

That's what I thought. I have v.5.40 and nothing happens when I press the Re-Scan button.

You can still check the reaper-vstplugins64.ini and/or reaper-vstplugins.ini files. Plugins that failed to scan look different from the ones that succeeded. For instance, I have :

iZOzone8Elements.dll=8001C930CB93D301
Ozone_8_Elements.dll=8040EC07BA93D301,1517176172,Ozone 8 Elements (iZotope, Inc.)
which means that the top one failed, while the bottom one scanned OK.

You find that ini-files among all the other ini files, for a non-portable install you find these in C:/Users/<username>/AppData/Roaming/REAPER or something like that (I'm not fully sure as I only use the portable install where the ini files are in the same folder as Reaper.exe).

FWIW, iZOzone*.dll is not a plugin, its a support file for the plugin but shows up in REAPER as a failed plugin, it contains things to activate the plugin, etc,

One member said he has 32 of them in his list, another said they show up in every DAW he owned, so apparently a Izotope thing and not just a REAPER thing, Some discussion about that starting around post #12 here,

Exactly, that's why it failed to scan.

But this was just an example. All plugins hat failed to scan look similar compared to the ones that succeeded.
