Maybe I solved the issue. I installed xfce and removed KDE/Plasma and have tried everything including the trusty xset command to make it have redraw issues and so far, so good.

What the issue was I don't really know. Graphics card issue with KDE/Plasma? I'm marking this "solved" but purely to reflect the fact there are no more GUI issues on resume.

There is on the reaper -prefs -audio a place to have reaper suspend power management while using reaper….maybe this would solve the issue? And still give you the power savings.
Thank you for this info!! This will solve a problem I've been having with my midi keyboard going to sleep and not waking until I reboot!
