Default Latest version of Reaper doesn't work on Snow Leopard

Reaper is advertised for Macs as such:

REAPER supports all macOS X versions from 10.5* to 10.13.

But I could not get the latest version (5.70) to run properly on Snow Leopard 10.6.8. Reaper will install but if I try to play an audio file the playhead will either not move at all or will stutter with only audio glitches and no actual audio from the file. The symptoms seem like a mismatch in sample rates but I was unable to correct the issue by making adjustments in Audio Preferences. I tested several older versions of Reaper and I found that 4.26 works normally but 4.261 introduces the stutter/glitches.

I was wondering whether or not others had experienced this. I had a hunch that it might be my interface (Tascam US-1800) but I can't find any reports of any issues there, and besides the Tascam works fine with Logic Pro 9. If newer versions of Reaper work for others then it might be something specific to my system but I haven't figured out what that is yet.
