Default Action to delay MIDI events start time?

I have an issue in which all MIDI recorded from my USB keyboard shows up ahead of the beat by roughly 20ms or so. (It seems others have reported it as well.) I've tried all of the audio device compensation settings, but so far nothing has fixed the issue. So I manually compensate by selecting all MIDI events and moving them back to the beat, but that's not precise.

Is there a Reaper action I can run after recording that will move / delay all of the recorded MIDI events in a MIDI item by either a fixed or configurable amount?

I appreciate the response, and I will explore that. Offhand I don't think it is exactly what I want, but I need to learn more. I know I don't want it as an input effect because MIDI monitoring seems to be fine. The problem with using it as a track effect is that (as I understand it) it's a real time effect, and not one that permanently affects the MIDI data. I want a destructive action and not a real time one. I would prefer an action that moves the MIDI data back to the original time, as I want to quantize and humanize the performance.

But you've given me food for thought, and I will explore this more.

Have you tried: rightclick track's record arm button > enable 'Preserve PDC delayed monitoring in recorded items', if this improves it?

That seems to make it worse, as if doubling the offset rather than fixing it.
