Default bug with menu editor scrolling in ICC18 versions



ICC18 version of reaper on MacOs 10.12 has much quicker scrolling of menus (great!) but in the menu editor there is a bug. Switch from toolbar editing to menu and scrolling down makes the last edited toolbar visible under.

And in case it matters, I'm using a Magic Mouse (v1)

Tested with:

5.93RC1 ICC18 (bug)
5.80 release (no bug, slow scroll)
5.80 ICC18 (bug)
5.90 release (no bug slow scroll)

Heh I duplicated this on 10.12, but could not on 10.13, so I guess they fixed the underlying bug in 10.13... I'll have a look to see if we can fix without breaking anything, but I'm guessing it's probably a live with it situation.

(the reason that the non-icc18 builds do not suffer is that they are built with an old SDK so they operate in what amounts to a compatibility mode)

thanks for pointing this out! always good to find differences between the icc18 and 5.x release builds (since we'll likely switch to icc18 for v6 releases...)
