For drag & drop of .fxb and .fxp files:
In situations when there are several plugin .dll files with same VST ID, there could be a dialog that asks user which .dll to open the preset with.
(I have an edge case like that, will test if this is implemented)

Regarding Drag N Drop :
Would be super useful to drag-in plugins in a specific state, with specific envelope lanes already showing.
ie, a ReaControlMIDI "drag-drop preset" that is armed for Pitch, and shows the Pitch Envelope immediately upon adding. Beyond the fact that this should be native (lol), simply wanting to automate pitch currently requires an incredible number of clicks and fussing for what is so core and common. This workflow is perfectly suited for drag'n'drop.
Current workaround: Track 1 of my template is an Empty track called "UTILITIES" and is pre-populated with plugins with armed and active envelopes, and they can be Shift-Dragged onto tracks to copy the plugin with its settings and envelopes intact. It's hackish though. This concept however, seems like a great template for drag n drop workflow.
Just a thought.

It would be nice to have some kind of presets (plug-in + envelopes of some parameters of the plug-in chosen by the user).

Basically, giving FX Chains the ability to recall all active envelopes along with their state, which is currently not the case.

Only vs the last build, the priority for creation of FX is VST3 uid16, filename, then VST2 unique ID

Strange bug. I updated to 6.40 (release) and whenever I hit play, it plays for a fraction of a second, then stops. I can hit play again, but same thing.
Tried different audio device drivers (ASIO/Wave out/WASAPI), but no difference. Even tried restarting and also updating to this dev build without luck.
Went back to 6.38 (release) and the problem isn't happening. Strange, right?

I notice one potential bug regarding Fixed Item Lanes.
When recording using "Record mode: auto-punch selected items", audio from other lanes are muted once playback enters the range of selected items.
So basically:
1. set track to fixed item lanes
2. set recording mode to auto punch selected items
3. record take A from measure 1 to measure 2
4. record take B from measure 2 to measure 3 (this will create a new lane and a new item)
5. select take B
6. record take C
now once the playback gets to measure 2, take A is no longer playing audio.

In that scenario take A ends at measure 2 so you wouldn't expect it to play back after measure 2. Is that a mistake in the description?

That's definitely a typo, I meant take A goes from measure 1 to 3, a duration of 2 measures.
As long as two items overlap, the deselected items will stop playing when the playback enters the range of the selected item, given that both items are on the same track but different lanes.
