I have a Focusrite that I will get back tomorrow and plug it back in and see what happens. I am totally fried. I so appreciate the work you are doing. You are a kind person

Alright. That's one data point!

Erm...
Every last screen shot of the Reaper Preferences/Audio/Devive page you posted was shown in the middle of making changes! You posted images showing both built-in output and your EIE unit selected at different times and both of those shots have the 'apply' button active (not gray) meaning the changes you made hadn't been applied at the point of the screen shot.

What I meant was:

1. Make an audio interface (device) selection in Reaper.
- select your built-in output from the device menu
- click apply
- take a screen shot now
2. Do the stereo pan test.
3. Post a screen shot showing the Device page as it was for the test. With the device selection already made and the apply button grayed out.

Change it from EIE to Built in Output and see if it's stereo.

If it is then the issue is how your EIE is set up in the Mac audio manager

Good morning. I attached as you requested. I think I got these correct.

It plays back - through the MAC in MONO.

Also, sanity check, I Tunes plays in stereo AND if I open Garage Band, it will pan perfect.

Could this be something?

The song is playing, I have soloed the vocal and panned hard right which is showing in in the meters BUT it says 0% right. If I pan it left it will say 100% left but it still remains mono

Pretty sure we've finally ruled operator error out.
-confirmed a stereo output routing
-confirmed not limited to one interface
-confirmed meters indicate panning
-other DAWs have no error with the same hardware

OK, now go back to an earlier version of Reaper.

Download the older version you used last again if you didn't keep it originally. There's a link at the bottom of the downloads page.
Use the drag and drop installer and click OK when the Finder asks if you want to delete the newer version.

Thanks for putting up with the frustration. I was trying to read between the lines but there were just a couple ambiguous points before.

What version of OSX are you running?

Pretty sure that's a display resolution thing and the "1" in the "100" is just obscured. If the meter agrees with your pan moves, we're going with that for now.

Please go 'View'->'Monitoring FX' and make sure no plug-ins are being loaded there either. If you find any, remove them.

Oh, forgot about that one (never use it). Is that global? (ie. not saved per project)

Global which is a wonderful thing when Monitoring FX is understood and used as such. I actually put any mix-level analyzers there and even ReaTune there (for tuning instruments via solo button).

SERR, Thanks, I will do this when I get home. One other thing I forgot to mention; i purchased 4 plugins from WAVES. I have never had issues before and dang I hope I don't have to delete these to find out they were not an issue.

any thoughts??

I did try them out but they are not being used during any of the testing

Look for monitor fx first as mentioned.
If that's not it...
Then go to the earlier version of Reaper.

Default FIXED!!!!!!!!

OMG. It WAS!!!! Monitoring FX. I don't even know what that is and had no idea BUT there was a plug in in there, I removed it and voila.
