Massive +1 on this.
I just started another thread on this but was notified that this thread is dealing with the same topic. These were my thoughts (most have been pointed out here already) -
Currently locked items are affected by splits/edits (this feels like a bug to me, bear in mind the havoc this can cause when a split on a midi item will create a bunch of notes that weren't originally there). Locked items also move with regions. Didn't even know about the take switching issue! I'll have to watch out for that.
If an item is completely locked, it should be LOCKED, nothing should effect it in (other than unlocking it, obviously), you should be able let 15 cats have a tuna fuelled paw party on your keyboard and mouse, and be 100% confident that those items will not have moved or been altered in ANY way.
Here is an example of a use case in which this is frustrating for me - I've made a track and it's been sent to a topliner to write to, I receive their vocals and get them lined up in the project, at which point I realise they've altered the structure of my track. No problem, I've already got my sections marked out into regions so I'll just lock the vocals and move the regions around to restructure the track, but no. The vocals will move too, regardless of how they are locked, or if they are hidden.
I'm very surprised it can't currently be done, especially considering such a comprehensive list of locking options HAVE been provided (which is great), but when we just want to lock an item or track COMPLETELY, so we know it's safe from all editing/rearranging, it can't currently be done.
I don't think it's hyperbolic to say that Reaper currently does not have a working item/track LOCK function, in the traditional sense of the word (i.e this will remain untouched, in it's original state, in the same place, no matter what you try and do to it, until unlocked).

Lock project...
I would want the possibility to lock a whole project. When this switch is turned on, I can view FX chains and FX settings, I can select and copy, I can render (with the current settings only), but I cannot do anything that would change the project. No adjusting of faders, sends, FX settings, no pasting, no splitting or moving or recording.
Basically, I should not be able to do anything that would make the rpp-file different from its initial state. And definitely no raised dirty flag and getting asked if I want to save the project.
EDIT: Hm... thinking of this now it seems that write protecting the rpp might achieve what I want. No, the dirty flag issue remains.

+1 for some kind of "lock project edit" function (on-fly).
And also adding an "Open project as read-only" option to Open project... dialog window could be handy.

Yes, those things would be great.
I actually tried write protecting the project in Windows, and it sort of works. If I do changes and try to save, Reaper informs me that the project cannot be saved, and then saves it as a *.RPP-NEWTEMP file. Reaper keeps the project name the same, which is good, and it clears the dirty flag, which is also good.
I wish that Reaper gave me the option not save, but at least this protects me from messing up an archived project.

I love reaper. So glad to see that they won the KVR poll for best DAW. The features and customizability of Reaper are second to none.
But the inability to use musical region edits in a session with post production tracks is frustrating. Again, this is more of a bug in my view. A lock that does not work is a broken lock.
I understand the complexity of adding this feature.
For me a work around would be syncing master project with the video from the master project being able to be visible in the subproject and to have play cursor follow in sync'd project when stopped. That way I could have the AAF transfers, DIA, SFX and video in the master project and be able to edit the entirety of the subproject without editing the master. Simple. But master projects do not playback video in subprojects and the play cursor does not follow when stopped make video spotting impossible.
I'm happy to have either...but really want to see both implemented.

Been wanting this for a very long time. Hopefully, we see it implemented soon. Just imagine being able to have a truly locked video up on the timeline, moving or copying a region, and then NOT having to drag the video tails all the way out ever again. Would be pretty great.

Yeah the main reason I would want to lock items is to have them untouched by all item processes. Mainly being moved, split, replaced, removed. Like it is now it is not even halfway there. I just don't see any good reason why you still can delete, replace or split locked items? So why not improving that? It wouldn't even interfere with older projects, since its only an item property which does not change anything to the sound.

Exactly! Doing that with AAF tracks, video, dialogue, SFX etc makes musical structure editing in your session impossible because you're editing everything else.

I've run into this problem as well.
Friend sends a track to work over and I'd like to arrange ideas using regions. Thus, I 'd like to move regions of my work without affecting friends original track, and as far as I can tell, no amount of locking will leave the original track untouched. Seems somewhat essential to the functionality of regions. I could most definitely see this coming up often in video.

Yes! Big problem for me too.
Forced me to rework my whole working template idea (and it's a bigass template).
This is just as bad as a bug. And it cannot be difficult to change at all.

I have at least two relevant workflows that need set-and-forget lock that disables moving, splitting etc. of items (or whole tracks, now wouldn't it be nice?)
- Working with video would become a lot easier.
- Large arrangements where I don't realize I have messed up until it's too late and I have to retrieve older versions of the project to try and fix things. A big time waster.

Razor edits
The good news is that razor editing does not occur on locked or tcp hidden items. The bad news is that tempo and time signature parameters are not within the scope of razor editing severely limiting the usage of razor edits for film/tv work.
We still need a hard lock.
