Default VST3 plugin won't let me choose presets?

I have a VST3 plugin (Harmony Engine EVO) that works, but when I try to select the presets from the dropdown preset window in Reaper, it just snaps back to "default" after about 1 second.

Another user reported to me that he had the same problem with another VST3 plugin he uses (not the same one).

As an addition to this bug (I assume), I cannot open a saved project that has this plugin assigned to a track. I can instantiate the plugin while working on a project, and it works (except for the presets issue). But I won't be able to open that project again unless I remove the plugin. Sigh.
