I heard a REAPER user on Windows said he also has this issue on REAPER 6.30 + FFmpeg 4.4

Another Windows REAPER user test on FFmpeg 4.3.2 is OK.

FFmpeg 4.4 + REAPER = Failed
FFmpeg 4.3.2 + REAPER = OK
FFmpeg 4.1 + REAPER = OK

Confirmed.

https://github.com/BtbN/FFmpeg-Builds/issues/66 says it's a REAPER issue.

I would argue that they are wrong about that. I experimented a lot with different version of ffmpeg using the command line, and could replicate the issue, see https://forum.cockos.com/showthread.php?p=2412306 post #7.
