Hm, maybe it's due to a different language layout of the keyboard, but here with my german layout the
double quote and
Shift + ' are two different keystrokes. So on your end these are the same (it's not even an english layout, right? I just tested and there the
double quote is, like in german, on
Shift + 2 and the
Shioft + ' would be an
@) ?

1. I am totally not sure, since I somehow would assume this could be a bug or maybe a bug in a script or so? At least here Reaper does not allow me to assign one keystroke to more than one action. It always asks to remove the assigned keystroke from the other action first.
2. The only situation I can think of to have some kind of
"two actions but one keystroke" is the difference between sections, like
Main and
MIDI Editor (look at the very top right of the action list window). With this you can have keystrokes act different in e.g. the arrangement view and the MIDI editor.
